What BIM is
BIM is the structured exchange of building information across the project team and through the asset's life. The 3D model is part of it; the structured data within and around the model is the more valuable part.
BIM Level 2
The South African standard. Each discipline (architect, structural, M&E) produces own model. Models federated regularly for clash detection and coordination. Data exchanged in COBie format for handover.
BIM Level 3
Shared single model. Aspirational; not yet standard practice.

Costs
BIM typically adds 0–3% to design fees on full BIM Level 2 implementation. Often offset by reduced construction variations and faster completion. Net cost is usually negative when measured across whole project life cycle.
What it doesn't do
- Doesn't replace project management
- Doesn't guarantee defect-free construction
- Doesn't eliminate site issues — coordination still needs people

For South African central government projects, yes (BIM Level 2). For private commercial increasingly expected. Domestic projects rarely use BIM.
