UK law requires asbestos surveys for any non-domestic building constructed before 2000, and most pre-2000 work should consider it. The two survey types have different scope and cost.
Management Survey
Required for ongoing occupation. Identifies asbestos that may be disturbed during normal use.
- Visual inspection plus minor sampling
- Identifies condition and risk of accessible materials
- Required to comply with Asbestos Regulations 2002
- Output: Asbestos Management Plan
Typical cost: R7,000–R18,000 for domestic; R12,000–R50,000 for commercial.
Refurbishment & Demolition Survey
Required before any refurbishment, alteration, or demolition. Intrusive — opens walls, lifts floors.
- Comprehensive sampling of all areas affected by works
- Higher disruption (overnight or weekend work)
- Required before any drilling, cutting, lifting boards
Typical cost: R14,000–R60,000 for domestic; R40,000–R300,000+ for commercial.
Common asbestos locations in South African buildings
- Pipe lagging (very high risk)
- Insulation board (e.g. AIB ceiling tiles)
- Cement roof and wall sheets
- Artex textured coatings (older formulations)
- Floor tiles (vinyl/thermoplastic)
- Loose-fill insulation (lofts)
- Toilet cisterns and seats (Bakelite-style)
Removal cost
- Artex stippling: R6,000–R16,000 per room
- AIB ceiling: R1,600–R4,000 per m²
- Pipe lagging: R3,000–R8,000 per linear metre
- Roof sheets: R800–R1,800 per m²
- Loose insulation removal: R16,000–R60,000+ per loft
Penalties
Department of Employment and Labour prosecutions for asbestos breaches are common. Fines from R400k to seven figures. Custodial sentences possible. Surveys and licensed removal are non-negotiable.

Request a QuoteFrequently Asked Questions
Do I need a survey for a domestic refurb?
Legally required only for non-domestic, but strongly recommended for any pre-2000 domestic property.
Can I remove asbestos myself?
Some lower-risk materials yes (cement roof sheets, vinyl tiles). Anything friable (lagging, AIB, loose-fill) requires licensed removal.
